Support for the development of digital city strategies in Córdoba
Izertis assists Córdoba City Council with the definition, implementation and monitoring of its digital city roadmap, integrating strategic planning and a support office for project execution and assistance in securing funding

The project
Córdoba City Council was driving a transition towards a digital city model aligned with its strategic context and its track record in applying ICT to urban services.
To move forward with a comprehensive and actionable vision, it was necessary to structure a plan that connected real urban service needs with a prioritised portfolio of projects, and to provide the City Council with governance, monitoring and change management mechanisms to ensure the roadmap could be implemented effectively.
With this objective, Izertis proposed an advisory service for the development of digital city strategies covering the entire cycle: from the diagnosis and definition of the Digital City Plan (DCP) to the establishment of a Support Office (SO) focused on driving tenders, execution support, continuous improvement, communication, and assistance in obtaining European funding.
The challenges

Developing a comprehensive, prioritised, and execution-oriented roadmap with a multi-year horizon
Providing methodological and operational support for project management (planning, procurement, monitoring and control)
Identifying funding opportunities and supporting the preparation and follow-up of fundable initiatives

The solution
Izertis designed a service proposal structured in two main areas of work:
1. Strategic planning
- Internal analysis: conducting an objective assessment of the current service delivery model, infrastructure, information systems and communications, identifying ICT risks and opportunities.
- External analysis: identification of technological trends, regulatory environment and benchmarking of Smart Cities strategies and technological projects.
- SWOT analysis and identification of opportunities for improvement.
- Definition and preparation of the Córdoba Digital Plan (CDP).
2. Project management and implementation
- Establishment of the Support Office (SO) as a tool for centralisation, coordination, control and monitoring of the CDP.
- Project deployment: defining tender specifications, providing guidance, and supporting the procurement process.
- Definition of the governance model for implementation, including decision-making, coordination, and management bodies and mechanisms.
- Maintenance and updating of the CDP through regular reviews, technology watch, and adaptation to new requirements.
- Support in the identification, sourcing and management of European funding, from the analysis of strategic programmes to the selection and/or realignment of projects suited to available calls.
The result
Cordoba City Council has a comprehensive framework for its transformation into a digital city, combining both planning and execution:
A complete methodological structure for diagnosing, defining and keeping the CDP and its roadmap up to date.
A Support Office aimed at turning strategy into implementation, strengthening municipal capacity in project definition, tendering, governance, control and support to contract managers.
A systematic approach to identify funding opportunities and increase the viability of initiatives by matching them to calls for proposals.
