Implementation and maintenance of the ComVida-Health platform and passport
The project
For the Government of Cape Verde, the digital economy is essential to achieve the objectives of the Strategic Plan for Sustainable Development.
In response to this challenge, promoting a business environment supported by Information and Communication Technologies together with Research and Development to transform Cape Verde into a technological centre of regional reference in Africa is needed.
In this context and given the need to change the paradigm imposed by the weak competitiveness of the country, the restructuring of NOSi (Nucleus of operations of the Information Society) is launched, as a state technology company, in order to convert Cape Verde in a Digital Nation.
For this, NOSi in its Global Strategic Action Plan Horizon 2019-2022, established the use of Blockchain as a technological pillar, as a way to ensure the high availability, security and reliability of the Digital Government platform, reinforcing all the technological solutions that make it possible to ensure interoperability between systems and promote the participation of companies in the provision of ICT services to the State, in a free, secure and transparent manner.
There is also an urgent need to implement a Health passport, which is seen and assumed by the Government of Cape Verde as an innovative solution with enormous potential to provide rapid responses to the current and imminent challenges imposed by the COVID-19 pandemic.

The solution
Comvida passport
The ComVida-Health Passport will make use of a Blockchain platform located in Europe. Users and their identities will be stored and managed individually from their smartphones.
ComVida-Health Passport is a solution that will provide a unique and immutable digital identifier for each user and a certificate. These certificates will be issued by the National Health Authorities or other accredited health entities.
In this way, users can access, share, monitor and delete their data at any time. Each person will have an updated COVID status (or other certifications) that can be shared when needed.
Blockchain platform
It is proposed to build a safe and reliable system that provides transparency and immutability on the registered activity. Therefore, it is configured under a Blockchain platform.
This Blockchain platform guarantees the privacy of the users who will use it. Likewise, the confidentiality of the information that will be recorded is ensured, managing and controlling who accesses it. This management and control of access to the platform will be carried out by NOSi, using the digital certificates issued by different CA (Certificate Authority).
The platform also provides a dashboard with which to centralize all the information.
The result
With the health passport you can now include and manage all kinds of health certificates and records. The health passport will be integrated with the National Civil Identification and Authentication System and with the Health Information System.
This health passport integrates different health documents such as the vaccination card, medical prescription, the patient's medical records ...
Also, with this project, the government's interoperability platform has been strengthened and consolidated, benefiting and promoting all the country's innovation and digital transformation ecosystems, especially in the health sector.
