It buids systems in which the central authorities disappear, that is to say, eliminates the need for a third intermediary. This type of P2P systems decentralize the information. All the particpants of the system are at the same level and have complete material, it´s to say we all own the same content. As a result, the existence of a critical point that may compromise the information disappears. 

Blockchain guarantees that stored and registered information is permanent, verifiable and unchangeable, that is, it cannot be altered or erased over time.
